Currently I am working as the Head of the Department of Philosophy  http://arts.pdn.ac.lk//philosophy  at University of Peraeniya www.pdn.ac.lk. In year 2012, I was appointed to the public office of Permanent Secretary position by the H.E. the President and I had been working as the Secretary to the Ministry of Mass Media and Information www.media.gov.lk  till 2015. Prior to that appointment, I was heading the Central Environmental Authority as the Chairman from May, 2010 to July 2012 www.cea.lk

As the secretary to the Ministry of Media & Information, I had been engaging (a) policy formulations and implementations in media sector, (b) mediating and facilitating the public-private partnership in the sectors of electronic and print media, and (c) reforming the policies and institutions of public broadcasting in the country. I was instrumental in implementation the Commonwealth Heads of Governments Meeting  (CHOGM 2013) in Colombo. I was heading  the sub-committee of media & communication in CHOGM which was supported and co-organized by the commonwealth Secretariat.   Further, as the secretary to the ministry,  I have initiated the special scholarship program for journalist training and was  fortunate to be part of establishing the   Sri Lanka Media Training Institute.   

As the Chairman of CEA, I had developed  integrated environmental considerations program with the development process that was introduced by the the government. In line with the vision and mission of the Central Environment Authority (CEA), I steered the nation towards protecting and managing the quality of the environment by enforcing environmental laws and regulations. I confided in promoting public participation and environmental education and ensuring the use of advanced technological solutions.

Prior to accepting my post as the Chairman, Central Environmental Authority, I served as a Consultant to the Ministry of Mass Media and Information from November, 2005 to April, 2010. I was responsible for the supervision of the Media Monitoring Project, the exercise in ‘War Reporting, developing on media related issues including a Media Policy and designing a framework for the role of Media in good governance. Beyond my duties and responsibilities at the Central Environmental Authority, I extensively involved in the national discussion on democracy. I offered expert advice, knowledge and experience in developing good governance, creating democratic values and implementing a democratic system in Sri Lanka.

I was seconded from the University of Peradeniya for national services and work mentioned above and  there where I was working as a Senior Lecturer in the Department of Philosophy and Psychology. I continue work on my academic research, specializing in governments and politics in Asia, ethnic studies, cultural psychology, social and political philosophy, with my main focus on political psychology. As a widely published author, I was written articles on good governance, ethnic issues, politics, theoretical development of democracy and national security issues.

Local and Foreign Representations

Internationally, I have attended and participated in multiple conferences. International Solid Waste Association World Congress 2011 in Daegu, Korea from 17th -20th October, 2011, in which he delivered the keynote address. The 10th meeting of the Conference of Parties (COP 10) to the Convention on Biological Diversity in Nagoya, Japan from 18th – 29th October, 2010. The 5th  meeting of the Conference of Parties serving as the Meeting of Parties for the Cartagena Protocol on Bio-safety (COP-MOP 5) in Nagoya, Japan from 11th – 15th, October, 2010.

The 3rd  South Asia Economic Summit in Kathmandu, Nepal from 17th  – 19th  December, 2010 in which I served as a commentator; and the 5th  meeting of the Conference of Parties to the Rotterdam Convention on the Prior Informed Consent Procedure for Certain Hazardous Chemicals and Pesticides in International Trade in Geneva, Switzerland from 20th – 24th June, 2011.

In Sri Lanka, I have served as a committee member in formulation of a regulatory framework for Radio & TV broadcasting in Sri Lanka and formulation of a State Media Policy at the Ministry of Mass Media and Information in 2006.


I have completed my Doctoral Degree (PhD)  at the University of Keleniya  and Master of Arts (MA) Degrees  in Social and Political Philosophy at Ohio University, USA in 2003. Further I did  a MA Diploma on Sri Lanka – China Relationships at the Sichuan Union University in China in 1998. I finished my  Bachelor’s Degree (BA) with the upper level Second Class  in Philosophy with a minor in Psychology at the University of Peradeniya, Sri Lanka in 1994.
